ISLAMABAD — Russia has agreed to help Pakistan build a modern steel plant on the site of a defunct mill that the Soviet Union operated for some two decades until the early 1990s.
The new plant is expected to reduce Pakistan’s steel imports by a third and help the country with its problematic management of foreign exchange reserves.
