TOKYO — Japanese negotiators have struggled to make headway on addressing tariffs imposed by the Trump administration, with industry leaders seeing limits to the government’s diplomatic efforts.
“We have received word from working-level staff that they have not been able to confirm an exemption for our country,” Trade Minister Yoji Muto said Friday, following a cabinet meeting.
